FTP the index.html file onto your PC, then right-click the file and select Open with ... and pick Notepad. Or, bring up a DOS window, navigate to the directory with the index.html file, and type "notepad index.html" on the command line.

You need an ftp program (plenty of free ones available, eg. filezilla) as well as notepad. Presumably if you already have a website you already have an ftp program installed. If so your question may be more specifically about the banner. Are you wanting to know how to create a banner from a graphics point of view? Or the code you need to add it with?
