How do I get a fixed, centered background image without using CSS?

I'm designing a website for a friend and I want there to be a single rosebud in the center of the page as a background. I've looked online and have only found CSS as a way of doing it. I'm using webspawner, and apparently webspawner doesn't support CSS. So I need a way around this. Thanks!
